IMPERIAL RESCRIPT
On the Establishment of the Kempeitai
We, by grace of heaven, Emperor of Kazoku, seated on the throne of a line unbroken for ages eternal, enjoin upon ye, our loyal and brave subjects:
To ensure the safety and security of our most glorious empire; Acting on advice from our most loving subject, Jinichi Yashiro, member of our most noble Privy Council.
We, with this Decree hereby establish the National Gendarmerie hereby known as the Kempeitai.
The Kempeitai shall work in accordance with the Ministries of War, the Interior and Justice.
The Kempeitai shall act as the National Police and Intelligence agency.
The Commanding officer of the Kempeitai shall be a Major-General.
The Kempeitai shall answer to only the Emperor and those whom he delegates.
We hereby give the most noble Privy Council the duties to the create the structure of the Imperial Kempeitai.
In witness whereof, we have hereunto set our hand and caused the Grand Seal of the Empire to be affixed at the Imperial Palace, Yamato, this thirty-first day of the Third month of the 31st year of Meiwa, corresponding to the 2,365th year from the accession to the throne of Emperor Kaika.
